Measure A Question

Measure A is an $840M bond to rebuild the Valley Medical Center. I completely agree that keeping VMC open and up-to-date is essential. I have no issue that it costs $1 billion dollars to build a modern hospital. Let's not even start a debate whether VMC is needed.

What I don't get is the funding. Can anyone explain if there's a way to pay for essential facilities, like the VMC, from the existing $4 billion per year County budget? If the voters rejected Measure A, would the Supervisors really shrink or close the hospital?
