Rules About Neighbors Garbage

I live in Evergreen Park. There is an ever increasing number of my neighbors leaving trash ie: boxes, a muffler, piles of metal etc. on their lawns, and in areas visible to all neighbors. I read codes, and I am not sure what can be done- will they really do anything? It is a shame, as it really looks awful!

You have my sympathy. Now that we have the large single stream garbage containers more and more people are too lazy to take them to their back yards. In fact in my neighborhood which has a lot of rentals they leave them on the sidewalk or the front lawn.
