Homeschooling banned in California?

One of the judges in case, supporting this decision, said,
"A primary purpose of the educational system is to train school children in good citizenship, patriotism and loyalty to the state and the nation as a means of protecting the public welfare,"
Doesn't this mean that PAUSD should be banned? When was the last time the Pledge was required in Palo Alto schools? JROTC allowed, or encouraged? Loyalty to the state (when, where, how)? Obeyance of our laws (including drug laws, and illegal immigration)?
I am not a homeschooler, but I have heard many reports that their kids do quite well on the standardized tests, science fairs, etc. They also seem to know their geography and American history. Their patriotic index is also quite high, by comparison with public schools. One can only conclude that the Palo Alto schools should be banned, and the homeschools should be left alone.
