Breaking the law

"LAYING DOWN THE LAW ... December seems like a good time to review some of Palo Alto's lesser known laws, and their penalties. Raccoon sellers can be slapped with a $250 fine and those who keep bees close to a property line can be charged $100. Using a false name at a hotel might earn you a $50 fine, but landing your plane somewhere other than the airport will cost $1,000. If for those planning to dress up as Mayor Yoriko Kishimoto for Halloween, think again — impersonating a public official will cost $250."
If this is the case why hasn't Ms Kishimoto been fined???
