Fix the News Rack Mess in the California Avenue District!

If Mr. Plymale had taken the time to help make this even a *partial* priority over the YEARS that California Avenue merchants have asked him to clean up this mess, we wouldn't be where we are today.
His comments are simply convenient to himself.
Also, the newspaper and paper circular groups need to get a clue about leaving their trashy newsboxes on sidewalks in ways that threaten pedestrian safety.
I'm tired of seeing trash publications (like the porn purveyor, "Yank") spewed all over our city, and especially in the California Ave. District.
Free speech issue? HA! What "reporting" do pure sales circulars have to do with "free speech"? Nothing!
Why should Elephant Pharmacy be permitted to spew its circulars into TWO DOZEN boxes on California Avenue?
They're a Los Altos business, competeing DIRECTLY with County Sun - the latter haveing done a LOT for our community. Who do they think they are? And they won in the "Best Business" Category in the Weeekly survey? A Los Altos business? Please.
Why don't we see action from policy makers on this issue? Why aren't we enforcing code? There is simply no excuse for this.
THere is not ONE city on the peninsula that I know of that permits this kind of newsrack mess.
