Cost Benefit in Matters Civic

As trees are trimmed in my neighborhood, I wonder what is going on in City Hall and at the School District Office.

While the trees overhead around my house are getting trimmed, it appears that more overhead is getting added to the City and the School District.

Adding people in capacities such as communications and finance may be totally appropriate. The people who have been announced for the new jobs seem very accomplished, and certainly will be well paid.

What is the cost/benefit?
