Anyone know why helicoptors are hovering near 101?

We were awoken by the loud sound of helicopters this morning -- one hovering over 101/Oregon Expressway and one circling in that same area. It's been going on for about 45 minutes. They appear to be CHP helicopters. Does anyone know what is going on? Thanks.
