Another Manager for Palo Alto CSD

Why in this time of reductions and cut backs is the city adding another manager to the ranks in the Community Services Department? The Open Space, Parks and Golf division is removing a lead positon and upgrading this to a manager. This will make two managers overseeing 5 full time staff, and approximately 2 FTE part-time/summer staff. The ratio/span of control of managers to line workers is 3.5? This is way too top heavy. The cost of upgrade this lead worker to a manager also cut into the part-time budget, and now there will be less work done, and more paper pushing and meetings. The Open Space facilities like Baylands, Pearson Arastradero Preserve, Esther Clark Park and Foothills Park will suffer with the position change. I'm sure the department head will allow contract money to be used to 'fix' this issue, but you'll get contractors like Gachina (they're the ones that 'butched' the newly planted trees on Califoria Ave.). The user/visitors experience will suffer with this kingdome building reorganization.
