What's with highway 101 traffic?

It seems that there is so much more delayed traffic on 101 lately. Maybe it's because I am a stay-at-home mom and do most of my traveling during the day rather than rush hours, but it seems worse lately. Any input from daily 101 commuters? 101S seems to have a lot of delayed traffic. Or has it been this way for the last decade? Thanks.

Despite the whining from the Tea Party people, the economy has significantly improved over the last year. More people with jobs puts a lot more cars on the highway. Caltrans has been widening 101 and adding metering lights, but jobs are growing even faster.
