You must fix the City,the whole City

Original post made by Fireman, another community, on Apr 5, 2007

I think that the City must be fixed.The storm drains,roads and so much more..Also the people who run this City and hold positions in this city must be fixed also..I hear and understand why many people are to the piont of saying no more.No more money for anything..I to was at that piont with this City, saying no more,no more.It made me crazy..We owe it to the Public that pays its taxes,the children who grow up here,the older people who have settled here needing services.How long has this City been heading down the wrong road,along time.. Has it stopped ,No, Why?? The same group of people have been given the funds and public's trust.. Time to make them accountable and stop this madness before someone is hurt,or killed..If it has not happened already.

I will give some information to show just a fraction of the problems that have gone on in the Fire department of this city..For many years..I can not begin to list or tell you all of them..One is a long term high dollar example.The second. Total disregaurd for the employees and there safety..I will use a remark made by another respondent to this forum in the colum."So.What about that trust Issue"pg 17,3rd person..Nov 29,06 ..To echo the same feelings I will use her words. "For FEAR of retribution and Intimidation tatics" Yes it is my expearince also.These tatics are alive and doing very well in the fire department and the city of palo alto. To finish something to think about in that colum. "I am currently serving in Afganistan,and on some levels,I feel safer than I do in PAUSD especiall since I am putting my name at the bottum of this page.. WOW..Maybe why the Anonymous letter is so popular?? I will give the second example first...Subject date 8/8/02 The day of the incident.. Letter date...12/31/02.... Chief.... As you know on 8/8/02 there was a electical fire in a Stanford building in which a couple of firefighters where injured..One of them requiring a hospital stay..This incident could have been much worse and firefighters could have died because of the high voltage involved..This incident took place almost 5 months ago and as far as I know no report has been issued to the fire department or the members of local 1319..Things went wrong that day and changes clearly need to be made to prevent this from happening in the future... The most important thing is that we need to learn from this incident to prevent this from possibly happening again..But unless we know what went wrong,or change our traning,operations,equipment or SOP's we will have learned nothing and this incident could be repeated... When is this department planning on releasing a report about this incident?? the membership needs to know what went wrong that dayand what changes need to be made..When can our membership expect new training,equipment or SOP's... 5 months later?? The employees must report in 24 hrs.. Vice President of the union wrote this not the President,he can't make waves,not in his contract?? Feel safer in Afganistan..??Sometimes I felt the sameway...

First incident the big one..Dated 8/8/02 ...This letter is written to address the on going safety concerns that are inherent in the 2 Hi-tech fire engines..The information presented in this document is a brief outline of approximately 100 plus pages of documentation that has been researched and developed by safety committee Member -------. The safety and operational issues of these engines has been a frequent topic at safety committee meetings and Monthly shift officer conferances since they arrived in Palo Alto..There are many letters directed to the safety committee addressing these issues from the battalion chiefs,shift captians,others and myself..Some minor items have been delt with,however other personal safety issues have been ignored or continue to be over looked.. Fire administration{2 chiefs named}have met with the MSC{ The big garge at the baylands}and decided what's to be omitted or deleted from various lists,with little reguard to the safety of our line personel. In addition to not providing us with efficent,safe,standardized apparatus to work with,this process has impacted the morale of or personnel,and created a loss of respect and a general feeling of poor support from Fire Administration..

Both engines have been on city property since December 1999{Now 8/02} and since that time there have been safety and operational concerns voiced verbally and written to the safety committee without resolve..Several line personnel have participated in attempts to rectify poor design of these units by visiting Santa Clara and San Mateo to see other spartan cab engines,and have driven one to Hi-Tech's factory in Oakdale to come up with solutions...... at one point fire administration seemed very agreeable to try and rectify most problems,however,they have backed off and made only minor changes at the MSC and the factory,such as grab rails and steps,a low cost item..It seems that the motivating factor is money and political embarrassment,and safety of or personnel are taking a back seat to cost..For example there has been one long-term,one short terminjury and numerous near misses of firefighters tripping and falling out of the ladder truck {same cab desighn}

The fire engine hose bed is too high with unsafe acess to get to the top..Recently a county firefighter suffered a lifetime paralyzing injury fall off of the top of a fire engine and can no longer work.We changed our wildland hose deployment and cut and run procedures from the top of the engine to the tailboard for the same basic reason,to keep people off the top of the hose bed during an emergency..The medic transport portion of the rigs has been ignored by the administration and is unsafe for patient transport.it does not meet NFPA Standards and basic standards of federal guidelines...The following is a compliation of items that have been addresses in the past......This is a 5 page list....

Sadly these engines present a wide variety of safety hazards and problems for the city of Palo Alto,but mostly even after spending hundreds of thousands of dollars more than we have ever spent on 2 fire engines,they do not serve the needs for which they where purchased..The Hi -tech engines are not a safe or satisfactory apparatus for our to us until they've been modified to a safe industry standard and comply with NFPA and SB_198 injury prevention program which the city adopted..The mid managers has recommended to the Senior staff that these two engines be replaced..Although the department is unlikely to replace these engines due to the fact they have poorly invested hundreds of thousands of dollars on these apparatus,to adequately modify these engines will cost conservatively at least an additional $100,000.00 a piece.

These 2 Hi-Tech fire engines provide a wide variety of Ergonomic deficiencies,safety hazards and liabilities.Poorly designed Hi-tech apparatus have all ready cost the City of Palo Alto many thousands of dollarsin medical expenses,disability pay and overtime pay..In addition the fir department and msc have spent many hours and thousandsof dollars to take minimal improvements to these engines..There continues to be very costly deficiencies in these engines. Therefore the most cost-effective solution is to replace these two fire engines

The majority of our fire department personnel would like to see these engines sold and replaced.Our firefighters recommend that we purchase fire engines that have been designed to meet the safety standards set fourth in the NFPA and theSB-198 guideline,which the City of Palo Alto has all ready committed to in its SB-198 Injury and Illness Prevention Program" It is in the City of Palo Alto's best intrest to purchase apparatus and equipment folloing the Guidelines developed by the Federal Emergency Management Administration {FEMA} guide "Fire and Emergency Services Ergonomics.. Unfortunately these engines are just another example of a wide variety of significant safety issues facing the department.Items like lack of additional radio frequencies,pre-fire plan program,fire hydrant maintenance and run maps..In addition these engines should be standardized with our other engines, which are designed for safe,aggressive,efficient emergency operations so we can properly serve the CITIZENS of Palo Alto...Our City's...It's a Matter of Pride" clearly does not apply to these apparatus...

There you go minus the 5 page list..You can have a copy of the list.. Now several other matters.. The City dose not have a transport engine program..The Two engines where built for a program the Citizens paid for but,do not have.. Hi-Tech built these engines custom for the City of Palo Alto to Palo Alto Fire Department specs. The amount of dollars to not count the purchase price,like 450,000.00 each..These engines are in service now in the City of Palo Alto..Where was the union??Payback again?? Now do you trust and would you give the people behind this more money to spend..Now this opens a new list of what is failing and will need to be replaced. The list you will find out about in the comeing years..When frank crys the sky is falling I need more money>>>

I have posted on several other threads here..Should Frank Benest be the one who should really leave...also...Why was Emily Harrison suspended...If you would like to know more about me ask..What I have seen in the city and fire department also ask about.I spent 20 years there..I will try and find away to get the truth to the citizens.Talked with the daily and weekly,had 4 people in the department willing to talk to Diana but she had to much to do and no time.While the city trys to make my life miserable and keep denying my benifits for being injuried {several times while} working for the City Of Palo Alto. Maybe Afganistan is safer?? Domestic terrorism is doing well in The City of Palo Alto,ask the employees.. substance??? want more. I would like to sue the city.Civil.It costs a great deal of money and the city has all it needs to spend on fighting me.Seems they do not want to spend any to help me??..If someone out there knows of a way or would like to help..Please ..Until them keep your Anonyomous cards and letter coming..You just might save someones life or several million dollars

Funny I would think.How incompetent,inept and ineducable members of this city government are along with some high position employees. Maybe wow look at what this city's firefighters are up against trying to do a good job..What's burning is the city of palo alto,burning to the ground..

Yes the City..The city is made up of parts,parks,schools,storm drains,etc..When one part wastes so much $$$ the other parts suffer..When one part wastes huge amounts the others suffer huge loses..

you are all complaining about things that don't really matter, (i.e. construction on embarcadero, old fire engines). this reminds me of the time when some residents complained about the color of the new recycling bins. I know i live in palo alto when people are complaining about these types of things. you should be complaining about how the city doesn't do enough to help the city's homeless population or how we need more after school education programs. things like this changes people's lives, not the repaving on embarcadero or a new fire engine. take that 450000 and use it to support a homeless center. get some perspective, and try to help others who have it worse than you, stop just thinking about yourselves.
