Change the tax code to require professional beggars to report all contributions as income, pay self employment tax and income taxes.

New York is fantastic and gets my tourist dollars. San Francisco gets none
without question pandhandling is out of hand in certain places, get a clue San Francisco

Pass concealed-carry laws. Aggressive panhandlers will need to think twice, before they threaten to stab people (and actually do it). Same for street thugs.

The right to bear arms is an individual right, not a state right.
