First Responders Needed

The Palo Alto Fire Department's Office of Emergency Services is offering an intensive, 3-day Community Emergency Response Team training session Monday, June 2 through Wednesday, June 4 from 9:00 a.m. - 4:00 p.m.

Free to Palo Alto residents, the program known as Palo Alto Neighborhood Disaster Activities (PANDA) includes hands-on training in Disaster Medicine, Light Search and Rescue, Terrorism and Fire Suppression among others.

PAUL, I HAVE SEEN MUCH IN PALO ALTO. IN 20 YERAS. FUNNY STORY ABOUT THE PANDA TRAILER.
THIS TRAILER IS VERY HEAVY. IT TAKES A 1 TON TRUCK TO PULL IT. WELL AFTER ABOUT 1 CLOSE TO 2 YEARS OF THIS PROGRAM BEING UP AND RUNNING?. THEY FOUND OUT ONE THING. NO ONE HAD A CAR/TRUCK BIG ENOUGH TO PULL IT. THERE WAS A GROUP OUT BACK AT STATION ONE WITH A VOLVO STATION WAGON LOOKING AT THE TRAILER HITCH WITH A FUNNY LOOK ON THERE FACES. THE CAR HAD A 1 7/8 BALL, THE TRAILER 2 5/16THS AND IT WAS AT LEAST 3 TIMES HEAVIER, AT LEAST, THEN THE VOLVO COULD PULL. WE WALK OVER AND ASKED IF THEY NEEDED HELP. OOPS NO ONE FIGURED OUT THAT, WHAT THEY HAD PLANNED FOR THE LAST TWO YEARS, WOULD NOT WORK. OOPS

THERE WAS/IS BETTER EQUIPMENT ON THE PANDA TRAILER THAN WE HAD ON THE FIRE ENGINES OR IN ARE WHOLE DEPARTMENT.
SO IN REAL LIFE PANDA MEMBERS WOULD NOT BE GETTING THIS EQUIPMENT. WE WERE GOING TO USE IT ARE SELFS AND TELL THE PANDA PEOPLE WE HAVE SOMETHING DIFFERENT FOR THEM TO DO.
IF YOU WANT TO KNOW THE TRUTH, ALSO FOR YOU TIM. ONE OF THE PAST PANDA COORINATORS WAS A PALO ALTO CHIEF, DID YOU COUNT HIM? THERE HIDING ALL OVER.. WAS A CHIEF,WORE A FIRE UNIFORM,GOT PAID CHIEF WAGES BUT HE WAS NOT COUNTED AS A CHIEF. HE WAS ON LOAN AND THEY JUST NEVER COUNTED HIS SALARY TOWARDS THE FIRE DEPARTMENT.

I THINK SOME OF YOU MIGHT REMEMBER FRANK ASKING THAT DEPARTMENTS WITH LESS THAN 3 OR SO PEOPLE NOT BE COUNTED OR AUDITED. KIND OF LIKE THE PAPERLESS INVESTIGATIONS.. SAME KIND OF SCAM.

Don't listen to fireman. This is a great program and you will find it very rewarding. The person who helped start this program was the late Chief Mick McDonald, who did a wonderful job in getting it off the "ground".

Panda is a very good program, never said it was not. It could and should do much better. We never got to work with the PANDA people.
It was mostly kept seperate from the Fire Department. Too bad.

Like during the floods. The PANDA members would be a great resource. Could of help out alot. Or at sandbag stations. Or do those get closed when it rains??

PANDA as was the Medic's on bike program are very good ones. Just too bad to see such a good resource not used as well as it could be.

PANDA members ,you really could be of great help. The City just needs to use you in the right way.
Thanks these people care and they show that by DOING something.

So please do not put words into my mouth.. PANDA people are grear citizens and careing people.. Is how I feel. We need to lead them better.

Mr Lujkin, I know you follow the Palo Alto way of doing business. Kill the messanger or anyone who quetions how you do something.

However, where did I say this was a BAD PROGRAM... LISTEN TO THE FIREMAN now. I real do not like when people make things up.

PANDA is good,THE CONCEPT IS EXLLENT. Real life, could be much better..
More people should get out and do something. PANDA people , you can't say enough good things about people who do something.
Now what happens to a PANDA member if they get hurt while trying to help?

Who will pay there MEDICAL bills?? YOU?

Are the Jack Hammers still on the trailer??

How do you know the PANDA program could do better, if you have never worked with this program? That is what you said. I'm not putting words in your mouth.

Phil, It is called two eyes, open yours and you might be able to see things on your own.
Do you think PANDA is some top secret program that the City hides? Where no one can see what they are doing, You do not think that we looked into the PANDA trailer to see what we(not you) might use if there was a big incident? Or that is just too much for you to figure out. Do you think that a GOOD firefighter will let a civilian go out and try to rescue someone with better equipment then they have? Do you really think that the firefighters who have never worked with you ARE GOING TO LET YOU LOOSE? If you knew something about FIGHTING fire and responding to emergency incidents. You would then know that the first rule is not to add victims. To tell you what many of use thought. Those PANDA people are going to get hurt. WHAT ARE THESE OES PEOPLE THINKING? Then many times one would here just keep them away from me. I am a Firefighter not a babysitter. I have a job to do keep them out of my way.
The Fire department could use a group like PANDA.In more useful ways. Do you not think a firefighter could tell how well PANDA would work in the real world? Or you just buy the bs in truck loads.
PANDA is a very simple program, no complex issues.
You might try and find someone to put better word in your mouth. Maybe ones that make sense. Common Sense tells most REAL RESCUE workers giving people with very little trainning and experience tools and equipment during a Disaster is not a very go idea. Lets just throw more wood on the fires you are trying to put out? Makes sense to you?
DURING THE FLOODS, THERE WAS NO ONE TO HELP THE PEOPLE THAT HAD TO LEAVE THERE HOMES. RUBEN WOULD NOT OPEN THE SHELTER SO THE ENGINE COMPANYS DROPPED OLD PEOPLE OFF ON THE CORNERs TO FEND FOR THEMSELVES.

PANDA, COULD DO MUCH MORE USEFUL WORK BY HELPING OUT AT THE FIRE STATIONS. WHERE WILL THE FIREFIGHTERS BE. I WOULD HOPE NOT IN THE STATIONS. SO WHEN A CITIZEN GOES TO A FIRE STATION FOR HELP. WHO WILL BE THERE TO HELP THEM.. Let me think?? NO one! THIS IS NOT ADVANCED ROCKET BUILDING HERE? But as always in Palo Alto the right hand does not know what the left hand is doing. It is much worse then that. The right hand does not CARE what the left one is doing.
The problem here in Palo Alto is there are too many people who could build a very fine rocket. Just no common sense.

It might mean that he was hurt or killed doing something he had no business doing?? And the CITY then will proved you no care or benefits. Isn't that some kind of lamb that gets killed to make the gods happy? Then one or someone must become THE SCAPEGOAT. How about you?
Let me tell you a little something, We had a Fire Captain blow himself up with a jack hammer in a hole. If you want to use a jack hammer after lets say an Eartquake. How are you going to protect yourself without a hoseline??? You can count on gas leaks after this quake. Next thing you start digging around, get yourself in a confined space and you are dead. CPA says he was not suppose to be there it is not are fault. You are certified in confined space rescue RIGHT. You have an Engine to lay a hoseline down for your protection? Power lines down, broken gaslines, bad streets. and your are going to hook your little trailer up and save the world. WAKE UP.. I think going to the stations ,helping the people who show up there and becomeing a save place for people to come and get assistence is a much better place to start? RAMBO! Ever try beating on the door of an empty fire station for help. Sound like something you want to do? You funny Phil......

Paul Lufkin, are you the one that walked into station #6 for a union meeting wearing a Fire Captains uniform? Where the famous phrase .. WHo the H*** are you and why are you wearing a Fire Captains uniform. Was born from one of are most respected REAL Fire Captians with 30 years on the job in THE PALO ALTO Fire department. JD spoke it as I was thinking it?? Is that you. You have how much line fire experience???? NONE.... Right?

Phil; Do you want your own Palo Alto fire Captains or chief uniform to go with that top secret program that no one knows about? You must be the 007 of the PANDA spies? Where do you keep the trailer? AREA 51 ? I thought it was at station #1. I only spent 8 years or so at that station. You are right I guess I could not figure out what you do in that period of time. Funny how most firefighters stay away from the program? Nothing against you or the program. With a culture of fear. You just mind your own business. A firefighter might leak to you how poorly this Department is run or that you can't be the type help you think or they told you, you would be. and then they would be a TARGET for harassment from the leaders who are trying to fill there pockets with tax payers money. By making you think they are doing something that you can't live without.

Paul,Mc Donald was a chief, so you getting chief pay? 100k a year for PANDA.? or that was just for Mc Donald? he got 100k a year and chief pay for PANDA???.. See how well the system pays when you play the GAME!!! McDonald a chief??? funny.
Really good pay since you never were a REAL FIREFIGHTER. WEARING the uniform only makes you a real firefighter to the FIRE Administration. And a joke to the real firefighters?? Now if you are not getting the 100k a year, why did mc donald get it.FOR SO LONG? He knew the magic words..YES CHIEF ANYTHING YOU WANT.. YA THINK?

Remember you can only fool people who do not know what you really do. Or one that would think that. That can't be true. Well people it is true. Time for you to stop getting played the FOOL. It has been costing you and others way to much.
Making the people FOOLING you lots of money and good benefits?
Then after they take and blow the money. They sing you some sad bs song about the baby boomers.. How many times are you going to buy that load of cow stuff?

Just so you get it straight. PANDA members and supporters are Model citizens. They care and they do something about it. There actions prove that.
If I feel that they could be used in a more productive way and in a manner that would not endanger them. As much as the program does now. It is my view point. Funny this program is designed to help the FIREFIGHTERS and by doing this in the end help the WHOLE city and all the CITIZENS. But if you get input from the people that you are suppose to be helping, telling you that you might be able to help them in a more productive way. You do not like that and then start making things up?

If someone says I think the program could be much better run. You take it as an attack to the members of the program and the program itself.

When someone who has been doing the job over half of there life, more than 20 years, takes the time to give input to help make the program better. People run to the City not even knowing the real experience level of that CITY employee they are running to.

We live together as Firefighters, when someone who has lived and worked with someone for 20 years. Takes the time to give you a little history on someone who they have lived and worked with for 20 years. You think your brief incounters with that person over a very limited time is. THE RIGHT AND ONLY WAY TO VIEW THIS PERSON, going by what they tell you and the City tells you? You must have quit a huge EGO to think you know more than the person who has a much longer history in the area you are trying to judge? I do not know how that one works.

When 2 firefighters get killed it is WILLY-NILLY, How about when 2 PANDA members get KILLED?

One more thing to think about. Who will be looking after the PANDA members FAMILIES? Do you think you know what it is like to be a way from your family in a large scale event??
So if I think that PANDA members could do much more responding to the Fire stations close to there homes and helping set up a safe place for others, not just CITY OF PALO ALTO citizens or employee's, ALL PEOPLE and animals. Doing this with the help of there families so as not to have to worry about them. Is a better IDEA then. Giving PEOPLE with huge hearts and a huge disire to help, equipment that could hurt them ,kill them and most likely put them in a position that they are truely not trainned for. Is so CRAZY and an attack on you or the program.
Have at it go and get yourself killed. Then stop and think, why are the firefighters more involved in this program. Why do most City of Palo Alto programs, never quite look at THE BIG PICTURE?
