Could someone clarify the bicycle helmet law? Does the helmet law apply to everyone? just children? I see many people of all ages riding without helmets and wondered about the parameters of the law?

Also, is Palo Alto a smoke free city? i.e. no smoking anywhere in city limits? Just curious.
