Intersection of Embarcadero and East Bayshore Road

What is going on lately at that intersection? The traffic was backed up all the way to 101 North today. The lights seem to be much longer than before and it is causing major congestion at morning and afternoon rush hour times. There is a new building going up there to so I imagine that things are only going to get worse.
