Society would be much better served by a mandatory death penalty for littering than it ever will be served by any bag bans, or bottle bans or any such lowering to the "lowest common denominator" we have for behavior in current society.

If littering is the problem, address it directly and effectively.

Getting the perps off the earth, and their DNA out of the genome solves the problem, and also raises the "lowest common denominator", improving society for everyone.

That seems a bit extreme, but it does seem like "society" should really start taking a serious look at certain types of petty crime and seeing what it says about perpetrators. I agree that most people who litter are just missing something in their brains about citizenship and they should get some kind of serious punishment and counseling or something. Graffitti is another thing. It see,s sometimes that everything that is not 24 hours in the pubic eye and some things that are are getting vandalized by graffitti all over. Sometimes I think they ought to go back to the rack and whipping people in the town square for stuff like this ... nothing seems to make an impression on these thugs.

The world would be in awe of Palo Alto again if it resurrected the town stocks. Put them up in the little park at Emerson and University Ave. There is more foot traffic their than around the City Hall grounds. That should take care of miscreants using single use water bottles, plastic bags, or high fructose corn syrup.

Another innovation that could also be borrowed from the Pilgrims is the dunking stool. The new one, befitting Palo Alto, could both use correct recycled materials and solar power and also be an aesthetically advanced design approved by the council and the various interested citizen groups. If someone was suspected of being a Republican they could be dunked. If they drowned, they were not a Republican.

Palo Alto need not be behind anywhere.
