Does PAUSD have a new version or addendum to their 2007 Facilities Master Plan?

I do not know. May have huge impact on PAUSD budget.

Do you know of any way to measure administration efficiency, personal or structural? what is actually going on?

Do you know if administration net compensation present the same shrinking affect as those of classified?

I do know that there are oversight committees (made up of non-PAUSD employees) who audit and review the various parcel tax programs.
