101 underpass open?

Anybody know if the freeway underpass between S. Palo Alto and the Baylands trail is open? I recall hearing that it was closed seasonally due to the risk of rising water levels during winter rainy season, but can't find confirmation.

The path has been closed all year because of the construction on Hwy 101. Probably will not reopen until the construction ends, maybe a year from now.
