Divesting itself of East Menlo probably won't help, except with property values.

If anything, east Menlo needs to be MORE enfranchised, more inclusive. The City is notoriously BAD at disenfranchising Belle Haven. Of course, the residents need to care enough to step forward & participate.
There is NO way that the county will let Menlo annex Belle Haven - they have no good reason to. There are some good things happening there & a lot of good people, but that doesn't make headlines. This is your standard thug on thug crime - a lot of drama, bloodshed & waste - it's awful & disgusting.
Can you imagine: You work hard all week, busy raising your kids, getting your job done, housework, personal business, etc., & instead of relaxing as you deserve, your neighborhood is torn up by violent idiots???

These narco-terrorists, as you well know, deal in methamphetamine, heroin, crack cocaine etc-
-they violate Homeland Security laws-big trouble for you dead enders
If you plan to sell these drugs in PA you will get a big, fast visit from the Department of Homeland Security, the DEA, in addition to the PAPD SWAT team.
