Why Do So Many Crimes and Incidents not Show Up on the Police Report Log?

there have been several crimes and incidents witnessed and reported by Palo Alto reside ts lately that never even make it to the Police Report Log. Police cars are observed at the scene, so why is no report filed? Is it laziness about report writing? Hopefully, it isn't something more sinister, such as trying to obscure or hide facts.

Can anyone enlighten us? Phil, where are you?
