What are the guidelines to name a street as "Ave", "Rd", "Way"? Direction / Traffic load ?

Not exactly the answer to your question, but I have bought a book from Books Inc at Stanford which lists all the street names in Palo Alto and where the ideas of the names came from. Some have a real history while others are named after someone in the building/planning office. It is a fun book to look at.

I have noticed that "streets" run north south (ish - parallel to El Camino) while "avenues" run east-west (parallel to Oregon Expressway).
