If I read this right, Obama signed into law, through Executive Order, of course, Dept of Homeland Security ( the name still gives me the creeps, like our "Czars") taking over all private communications in an emergency. Wired and wireless, including the internet, on July 6, just a couple weeks ago. Where was the news?
I am getting seriously creeped out, folks. The power of DC is growing exponentially over us, and I am very nervous. I don't think it is at all ok for our Feds to be able to take over the internet "in an emergency". Define emergency. Define controlling our commmunications.

I clicked through and read the article. The quality of the publication is reflected in the second comment on the thread, reposted here, pointing out that this is just the tip of the iceberg - smart electric meters are the real threat to our liberty...
Could this monitor, record, control, manipulate communication - all without a warrant - be to bring down all those rf electric power meters recently put on houses? Could this "national security" pretext to invade communication be linked to using rf electric meters to determine what electrical equipment is there, who's home, when, what do they have - you bet it is! Get rid of those rf electric meters - their window into your life. They violate your privacy and reveal much to a satellite. They are also being used to issue warrants based on what they "suspect" from those meters. Fact!

Section 5.2 e:The Secretary of Homeland Security shall satisfy priority communications requirements through the use of commercial, Government, and privately owned communications resources, when appropriate;
