PA dumbest move yet

Now is the time to seriously considered consolidation of fire and emergency response services on an area wide basis. Such consolidation could begin with neighboring agencies and the extend county or even tri-county wide..
The savings from having one chief, one dispatch system, one training department etc woul be enormous. And as Orange County and SacMetro have demonstrated the cost per citizen served would go down and the quality of service would go up..
Hiring a new fire chief guarantees that PA will remain locked into the old model and existing horrible labor aggreements.
What am I missing?????
