Woman killed in crash on Highway 85

A woman was killed in a crash on state Highway 85 in Mountain View Saturday evening that is being investigated as a possible hit and run, according to the California Highway Patrol.

If the cops have the license plate number, why don't they just visit the registered owner of the car? Was the car reported stolen or something? Who is the owner? Something is missing from this story.
