New Safety Crossing Features on Fabian Crossings

The pedestrian crossings on Fabian with the road embedded flashing lights have been a safety feature for sometime. I have discovered that there is now an additional feature of a flashing light on top of the pedestrian crossing sign which can be seen from quite a distance away.

My question is why does Fabian get these additional safety features and nowhere else (that I know of) in Palo Alto? Fabian has adult employees crossing, and there is also a high school and children using JCC facilities who may be using these crossings. But surely, they should be outside all of our schools, on many of our busy roads around town and (wait for it) a simple solution to making the Cal Ave pedestrian crossings safer without the expense of reducing lanes?

Let's make all our crossings safer in this reasonably cheaper manner than some of the expensive solutions which only create traffic snarl-ups and dissent.
