EPA shakedown of a deep pocket, pure and simple. The site was home to legions of employees of another company, Sun Microsystems, for a long time before Facebook.

Facebook is planning on 3 times as many employees as Sun at its peak. Asking for a contribution towards improving the infrastructure around the campus is just common sense.
