Dispicable University Ave. Underpass Condition

Why is the underpass at University Ave/Stanford such a dispicable weed patch? Who is responsible and why can't it be planted as El Camino Real is on either side by the Shopping Center or the Medical Clinic? It is the main ingress/egress to Palo Alto and has been in this condition for years!It is a major embarassment.

Oregon Expressway underpass is just as undesirable.
