Who has been the worst mayor at managing city council meeting in Palo Alto?

Anyone watch the city council meeting tonight? Seems like they're completely out of control - with unrealistic time estimates against the agenda items, and no real control of the meeting. Government is messy but this is ridiculous!

The mayor is not managing the meetings because the city manager is managing the meetings. Who do you think is writing the scripts the mayor reads? Did you watch or hear a prior meeting when the mayor did not have a script for an agenda item and was at a loss about what to say or do?

Each one has to speak in the most verbose way, that's the problem. They talk governmentese instead of simple straightforward comments and questions.And they are required to thank the staff for just doing their job.
Thanks though, to Mr. Berman, he has nothing to contribute to the discussion so mercifully, he's brief.
