Does anyone know what that loud wood-chipper noise is on the creek in menlo park?

I live in a house on the menlo park side of the San Francisquito creek, west of el camino. It seems that there is someone sawing/chipping wood all day for the past week.

It sounds like they have industrial-strength machines, we have had to close all our windows, and I'm wondering whether this is a commercial venture, a city project or what could be causing such a disturbance? Does anyone know what this is and whether this is going to end soon? Is it just someone building an addition or something?
