One problem is they often won't speak with police. It ought to be required to speak and give all evidence to the police, in return for this free medical care (given to those who have been shot in these frequent gang warfare episodes - unnecessary criminal acts)

Gentrification. The community must be developed to the point where it attracts more young professionals and middle class families. Prime real estate on the mid-peninsula is too valuable. Progress will eventually prevail and transform the community. Efforts to prevent the inevitable will only prolong the despair and violence.

[What can be done to stop the violence in East Palo Alto?]

Curfews? Ammunition control? Cameras mounted around the city to track who is coming and going.

What time did this happen? Saturday evening ? The shooting was reported at 2 pm?

1. There are a finite number is entrances and exists out of this neighborhood ... not to mention East Palo Alto, itself; and,

2. Shot spotter technology has been deployed and, apparently, alerts somebody that shots have been fired; and,

3. Surveillance technology exists; therefore,

This is the same block (or house) that there were two other shootings recently.
