Menlo Park eyes below-market rental housing

Menlo Park has its eye on a Willow Road apartment complex that might be purchased for use as below-market-rate rental housing -- something that currently doesn't exist in Menlo Park.

H.I.P.housing is correct and right on time ,..We need affordable housing for the American citizens who have worked in America for many years adding to the federal process,..especially our veterans of war and peace,..close scrutiny should be be placed on the waiting list,...List such as Housing Authority,well for instance ...Their list was overloaded with UNDOCUMENTED citizens making it awfully horrible for an American citizen to apply. So they closed it for everyone ,...WE MUST AVOID THIS AT ALL COST. Because it will cost the city MILLIONS.

I am recently displaced from my home in menlo park and looking for a below market rate home to remain in this neighborhood.
What do I need to do, where do I need to go? How do I get started?
