Man shot in leg in East Palo Alto Friday

A car passenger was struck in the leg by one or more bullets in East Palo Alto Friday night, March 23, and police are seeking the assailant or assailants.

Wouldn't a red light camera be able to see who it was and records it? Even if that intersection didn't have one, couldn't they cross reference ones nearby they might have passed? I can't figure out how in this day and age people get away with mid day crimes with surveillance being everywhere.
