underpass closure - no flooding

There is an underpass connecting East Bayshore & West Bayshore, between Oregon & San Antonio, which is normally scheduled to be open between April & October (understandably closed due to flooding hazards during the remaining months). This underpass helps bikers get to work or the great trails we have on the east side of 101. But instead they navigate the potentially dangerous alternate routes over 101 at San Antonio or Rengstorff or sometimes instead spend the extra time going out of their way to the overpass by Oregon/Embarcadero.
