Does "light-skinned male" mean Caucasian? Or does it mean something else?

"Light-skinned" is a reference to skin color. "Caucasian" is a reference to ethnicity. They are not the same thing. If you catch a quick glimpse of someone you may be able to determine the skin color, but not the ethnicity.

Why did they identify 2 suspects at "light-skinned" and one as "Hispanic"? The "light-skinned" suspects have descriptions of age, build, height, clothing, and facial hair, so it was not just a "quick glimpse".

Light skinned what? Caucasian, African-American, Hispanic, Pacific Islander? Would it not be better to say "light-skinned, possibly Caucasian?" Or whatever? As opposed to dark-skinned Caucasian or African-American? Middle Easterners are considered to be Caucasian yet many appear to be Hispanic and vice-versa.

Maybe they mean light-skinned Caucasian as opposed to someone with a tan? Is this standard police terminology? Or did the newspaper make it up?
