Palo Alto may file complaint on auto-dial 911 calls

Palo Alto is considering filing a complaint with the Federal Communications Commission after its emergency dispatch center was flooded with hundreds of automatic calls over a five-hour stretch in mid-January.

Who is spamming the 911 system? The Mercury-News says the problem is one particular car, but they did not identify the car's owner.
