Flag in terrible shape

Does anyone know why the US flag at University Ave and the train tracks infront of the restaurant is flying in such bad shape? It looks like it's been through a battle.

Oddly, I noticed the flag in such bad shape myself just yesterday walking by.

It is possibly wired on to the flag pole, and difficult to remove without a cherry picker. I had a similar problem about 25 years ago, and our agency couldn't afford the charge to change it, which was hundreds of dollars. The city took pity on us, and exchanged the flags for fresh ones which we purchased.

I also ate at MacArthur Park restaurant for the first time in many years. The building is so beautiful. Maybe a call to the management would let them know people are noticing and care. Maybe PA public works could help out since it's in such a prominent location. Destination Palo Alto, after all.
