Atherton council members incensed at being denied report

Atherton City Council members and residents alike are agitating for the release of an investigator's report probing charges of wrong-doing by employees in the town's building department. An expert on public records law said it was "incredible" that town staff was blocking a city council's access to a report it clearly was entitled to see.
