The first line of the article states "After 45 years as C.A.R., the Community Association for Rehabilitation...". I distinctly remember the name being C.A.R., the Community Association for the Retarded, when I volunteered there as a teen in the '80's. I can certainly understand the name change to "Rehabilitation" (in ~1994) as there is a negative (and often derogatory) connotation in the work "Retarded". It just seems like the writer is trying (too hard?) to make it sound like the old name has been around for such a long time. While there's no harm at all here, I can see how such reporting can, in cases of controversial or emotional subjects, serve to bias opinion. Just my two cents.

I volunteered at C.A.R. 1966-1969 while in high school and loved very minute!
