P.A community Garden should have more joy & relaxation

The P.A community Garden has a city liaison lady, who is rude, rough
obnoxious at various gardeners over the years, imposing her changes as she fancied only at certain people.
She is very discriminating. She applied the city garden rules only
to certain ones. She also got paid by helping gardeners (most are
old people)to weed or plow to maintain their plots in meet her
critieria. she implement rules as she pleased, singling out certain people. Is this a conflict of interest being a city liaison?
The P.A. community garden should be a joyful, relaxing place.
How could the city allows such a person there running the place as
her private property ??
