No mail delivery on Tuesday

I am not against mourning for Gerald Ford, but why choose an observation day that disrupts mail delivery for more than two days, which has never happened as far as I can remember.
I don't believe the USPS gave itself three days off consecutively even for Ronald Reagan, by far a much better president than Ford. Ford became president on account of Nixon's resignation but impressed very few people during his short tenure, losing his re-election bid to Jimmy Carter.
How is USPS able to decide on its own such an important matter without approval from the Congress?
