CITY COUNCIL … The council plans to meet in closed session to discuss contract negotiations with Service Employees International Union, Local 521, and the Palo Alto Police Managers Association. The council also plans to discuss the annual Service Efforts and Accomplishments Report, consider a proposal to build 10 homes and renovate three retail buildings at Edgewood Plaza and discuss options for improving connectivity between Palo Alto Art Center and the Main Library. The closed session will begin at 5:30 p.m. on Monday, March 19. Regular meeting will follow in the Council Chambers at City Hall (250 Hamilton Ave.).

COUNCIL FINANCE COMMITTEE … The committee is scheduled to discuss modifications to the Utilities Department’s Long-term Electric Acquisition Plan’s Renewable Portfolio Standard Strategy. The meeting will begin at 6 p.m. on Tuesday, March 20, in the Council Conference Room at City Hall (250 Hamilton Ave.).

COUNCIL RAIL COMMITTEE … The committee plans to discuss high-speed rail and the latest legislation regarding the project. The meeting will begin at 8:30 a.m. on Thursday, March 22, in the Council Conference Room at City Hall (250 Hamilton Ave.).

LIBRARY ADVISORY COMMISSION … The commission plans to hear updates about the Mitchell Park Library and Main Library construction projects and to hear a presentation on rBlock, a social-media site for neighborhoods. The meeting will begin at 7 p.m. on Thursday, March 22, in the Downtown Library (270 Forest Ave.).
