Rolling blackouts resume
Rolling blackouts resumed in Northern California shortly after
noon on Monday.
The first area in Palo Alto affected was Block 19 on the city's
power grid. Block 19 includes part of Downtown North. Officials
expected the blackouts to finish by 2 p.m.
