A fire Thursday afternoon at a homeless encampment near the end of Bay Road in East Palo Alto killed one person and burned a second, and police are investigating what happened.

An unidentified woman was killed in the fire and a man suffered burns.

But the man is not in police custody, Lt. Tom Alipio said.

"We brought in a person to interview," Alipio said. "He was with the person (who died) but he managed to get out of there. We're still trying to figure out what happened."
