Experience: Four years with Boeing, telemetry and radar design; 30 years with SRI, research engineer, associate director of the information sciences and technology center; five years as director, Law Enforcement Support Agency, Tacoma, Washington; chief negotiator representing large union, two years; negotiated four contracts representing management of Law Enforcement Support Agency.

Education: Bachelor's degree, engineering, University of Washington; master's degree, engineering, Stanford.

Age: 73

Finn Halbo

Profession: Mechanical engineer, Stanford Linear Accelerator Center.

Experience: On the West Bay board since 1975; chair, South Bayside System Authority, which treats sewage from West Bay and other area sanitary districts; president, California Sanitation Risk Management Authority, which oversees insurance programs for about 50 sanitation agencies in the state; semi-retired after 36 years at SLAC as manager, project engineer and planner for high-energy physics experiments.

Education: Bachelor's degree, mechanical engineering, General Motors Institute (now called Kettering University) in Flint, Michigan.

Age: 70

Harry Harrison

Profession: Retired building contractor.

Experience: Appointed to the West Bay board, fall 1997; Menlo Park Planning Commission, two terms; vice president, Little House senior center; co-organizer, Menlo Park Farmers' Market; recipient, Golden Acorn Award for community service, presented by the Menlo Park Chamber of Commerce; 51 years as a building contractor on the Peninsula.

Education: Bachelor's degree, industrial studies, and master's degree, architecture, San Jose State University.

Age: 77

Ronald Shepherd

Profession: Self-employed insurance businessman.

Experience: As owner of Shepherd and Associates, sets up self-insurance pools for government entities; certified public accountant, Deloitte & Touche, 10 years; partner in charge of finance and administration in private firm; past president, St. Raymond's school board; successfully sued West Bay District Manager Carl Schrader for violation of conflict-of-interest law.

Education: Bachelor's degree, accounting, San Diego State University.

Age: 58

David Walker

Profession: Network engineer

Experience: Works at 3Com Corp. testing compatibility and workability of products; worked on election campaign of West Bay board member John Carcione in 1997.

Education: Bachelor's degree, business administration, minor in economics, St. Mary's College.
